Problem with Haptics on Iphone 8+?

Hi, all.

So, I am having an issue with haptics on my Iphone 8+ when accessing the App Switcher. It seedms that when all the apps are closed, and you hit the home button twice to get to the App Switcher, there should be a vibration letting you know there are no items. I do not feel this, but sometimes, it does work. As soon as I turn off VoiceOver, it begins working again. Is this a known VoiceOver bug?
